Russia stopped bombing Kherson province on Tuesday morning to allow a humanitarian convoy into the occupied town of Oleshky. The localised ceasefire began at 01:00 GMT on October 27 and is scheduled to last through Saturday. This pause facilitates a mission led by US First Lady Melania Trump to deliver food, water, and medicine to residents.

The agreement, announced on October 23, was negotiated by Trump with the involvement of Pope Leo. The operation aims to address acute shortages in Oleshky, a frontline community that has faced severe supply deficits for years. Negotiators stated that medical teams and essential goods will enter the town before evacuation corridors open for remaining civilians.

United Nations estimates indicate that approximately 2,000 people still live in Oleshky. Explosive mines and frequent drone attacks have trapped these residents, preventing their exit from the area. The town’s pre-war population was 24,000, but it now suffers from a critical lack of basic necessities due to its isolation and ongoing combat conditions.

Oleshky is located on the eastern bank of the Dnipro River in the partially occupied Kherson region. Russian forces seized the town in February 2022 and have maintained control continuously since the start of the invasion. Across the river, Kherson city remains under Ukrainian administration, creating a sharp division between the two parts of the region.

The settlement has endured substantial structural damage throughout the conflict. Flooding caused by the destruction of the Kakhovka Dam in 2023 compounded the existing destruction, leaving much of the infrastructure compromised. The current humanitarian effort seeks to stabilize conditions before any large-scale movement of people occurs.

Washington views this localised truce as a step toward restarting broader peace negotiations between Moscow and Kyiv. The conflict has continued for more than four and a half years, with deep mistrust between the two sides complicating previous ceasefire attempts. This specific arrangement ties the pause in hostilities directly to the successful delivery of aid and the opening of evacuation routes.

The mission is scheduled to enter Oleshky later this week. The sequence of operations requires that assistance reaches the town first, allowing supplies to be distributed before residents begin their planned departures. The ceasefire may extend beyond Saturday if necessary to complete the evacuation process.
